How to stop a section 8 repayment and can I withhold rent due to bed bugs and roaches, can I break my lease due to this?

Section 8 overpayed last year on there half of the rent, so they are telling me that I have to repay $1020 before Feb. of next year. I've been giving them $75 monthly in order meet that obligation. I was told that if I didn't make the payments that I would be terminated from section 8, in effect leaving me and my 4 kids homeless. I am waiting to see if I am approved for disability. My oldest child is 17 and recieves death benefits of $540 monthly (last year it was $521), my rent is $416 montly. Now I'm having issues with the apartment complex that I reside in because there are bed bugs and roaches. Since I'm on Section 8 can I withhold the rent because of the bug infestation and can I break my lease? My children and I have been bitten by bed bugs and management is aware of the roaches (as I have spoken with them twice already) and nothing has been done. I reside in Southfield, Michigan. What can I do?
