Is it legal for my neighbor to install his concrete drive 1 ft onto my property just because there is a right of way or easement there?

The Centerville oh building inspector said he could because they have a law that u must have a 3 ft apron. Even though there was plenty of room to put it all on his property. I live on a cul de sac and have a very small front yards the way it is.

Are all the cities in Minnesota responsible for trimming the trees in the street bouelavard

The tree on the boulevard in front of my house has lost 2 large limbs. The city of Winnebago, MN administrators say that it is the home owners responsibility. Is this the choice of each individual city or is it a state statute that the city is responsible for the bouleavard.
