How do I stop a new neighbor from blocking access to our cafe parking lot' he owns half, we own half and it has been a shared parking lot for 50+ yrs

Previously property was split and parking lot was shared by Texco gas station and a cafe with each owner posessing 60 ft. My deed says I own the entire lot, the tax assessor's map says it is still half and half.

Is the city liable for damage to property by storm water runoff?

The city has a 20 foot easment behind my house, it is now 37 feet. When heavy rains come the water overflows and floods my house and property. The city has in the past fixed other parts of this system, but will not fix mine. What can I do or which lawyer must I see about this?

Real Estate (property, easement)

We recently purchased a home in an established neighborhood. The previous owner allowed a neighbor to place a fish pond on the property, of which is ours now. He never told her not to, nor did she even ask. My husband and I d ont wish to have a fish pond in our side yard. Please advise.
