Is there a new law, for people with mental health problems, that says a doctor has the right to force medication on the patient?

And does that law also state that the doctor can not be sued if the patient dies from that treatment that was forced apon them? I was told that there was a new law that was passed, and it was on tv last night, that stated, a doctor has a right to force treatment on mental patients without their concent. and if the patient should die from that treatment, the doctor can not be sued. is this true?
