Can a physicians office withhold your medical records

I recently moved to tn from ky . I had to find another physican in Tn. They told me that because I owed them $52.00 They refuse to fax my medical records to my MD in TN and they also said I had to pick up my records. Im disabled thats a long way for me to travel and I was just now informed of the balance due,Im used to paying $10.00 a visit, thats alot of money for me at once. Because of the nature of my illness i need to be seen soon. Is it legal for them to do this
