Not sure how to proceed
I called a food delivery company(dominos pizza) placed a delivery order gave my cc info. They confirmed my cc was charged before ending the phone call. I never got my delivery and the store closed. Tried calling the store to see if I was just maybe not getting an answer but after the 3rd attempt gave up. Contacted the corprate through email as this was the only option they had. but at this hour whos to say when I'll hear back from them.

Just dispute the charge with your bank. The pizza company will be able to show that you signed for the product because it never came.
