Does nj dept of youth n fam serv have enough to open a case if they ask u to sign papers to open a case?

My husband and i failed drug tests, that we took voluntarily, for thc. i was in the hospital giving birth when i failed the test. they sent an investigator to ask questions and see our house. 4 weeks later we had drug evals done and another drug test. now she calls wanting us to sign papers to open a case up against ourselves. what r our rights? can we tell this lady to beat feet?
