This child is in our pre school program. Child lives with Mom. Mom does not want Dad ( he is bio Dad) to have any contact. (no court paperwork) Is this her right? Dad's name is on the birth certificate. Also what if they were married, split, still no court paperwork re: custody or visitation. Who gets to call the shots?

It is father's legal right to have visitation with his child. Mother may be able to show the court that it is not in the best interests of the child for visitations to take place. If this is the case, then the court may grant mother's wishes.
You should contact a Massachusetts family law attorney for case specific information.
