Child Support Settlement Offer

My son's dad currently owes $71,000 in back child support and currently has his drivers license and pass port revoked. He's getting married to a lady that lives in Spain and would like to move there but cant due to his child support debt. He has offered me a settlement of $15,000 and in return he's asking me to send a letter to Family Support Registry who enforces the support saying he has paid his debt in full and he's asking me to petition the court to do the same. All based on this settlement offer. I really dont have a problem with that because I do not think I'll ever get anything else out of him. But he wants me to do all my side of the work before any money is paid. At first i wasnt willing to do that because I really do not trust that the money will be paid. Him and his fiance assure me, up and down that it will. I want to do this for my son who is 17 and could use a nest egg. What would you advise?
