Several people at my work are on a program through new york state unemployment to which they sign a form each
week for a days unemployment. These people work a full week. Is this legal? What can I do about it.

Hi,
I am really not sure if what they are doing is legit or not. But I think a really good starting point is to check with the Dept of Labor and inquire.
All the best,
Frank
