I have a question about a paper i filled in 2009 to quash any wnats and warrants

In 2009 i filed a legal form to quash any wants and warrants at the time i was in federal custody it was the form that had an interstate agreement with the state of arizona the warrants are out of tribal court i had them notorized i sent them in may 4 2009 and the courts recieved them on may 10 2009 the prosecuter say the form was invalid because i didnt sent a copy of that form to the prosecuter and probation is this true
