Criminal background clearing toapply for US ctizenship

22 years ago the person had a arrest order from a Chicago Court regarding money laundering, but so far he never has being arrested by any authority. Is it a way to get legal aid to clear this criminal record in order to apply for US citizenship. Is there in Chicago any legal assistance to help people with very low income in this matter?
