Does a city have to put up a referendum on ballot for package liquor sales upon a business owners request?

I have been to many city council meeting and requested that Ludowici, Georia put a referendum on ballot for the sale of packaged spirits. I was told that the only way it will be voted on is if I get 35% of the registered voters to sign. Is this a requirement if the city has not had a referendum put on ballot in the past twenty years?
