I am widow of the. Rececieved a lumpsum payment of $255.00 after the death of my husband.

When I applied for the survivor''s benefits. They processed without checking whether I was a citizen of America. I was given $255 at that time without any conditions set. They went ahead and told me that when I attain the age of sixty (60 years) I should be able to apply and get full benefits. I am now sixty years and I am being denied those benefits because I should have stayed in the United States Of America for 5 years for me to qualify. Since my husband died on December 03, 1998 they have been communicating with me but never mentioned those conditions of 5 year requirement. I am being denied these benefits but they promised to take care of me when I was sixty. They're now bringing this issue and are telling me that it was a mistake and appologise for not telling me. Can I suffer because of someone's mistake. I have applied for reconsideration. . My question is: Why did they pay me the lumpsum when I was not eligible. And again they obliged to pay me when I was sixty years, I was born on 24 February, 1951. They have all my records and I have kept all their correspondences.
