If you are an American citizen by birth, but have been employed in Canada and become a Canadian ciizen, do you owe the US gov't back taxes?

If you are born in the US, go to higher education in another country, Canada, become employed in the foreign country, Canada ,get married and have children in the foreign country, does this person have to pay back taxes to the US, even if they never have worked in the US? will they be stopped at the US border and not be allowed to gain visitation entry until the back taxes are paid?
