Is a city morally and legally obligated to enforce it's laws/

My zip is 60178. my city has a noise ordinance which requires daytime noise limiited to 65 decibels. daytime noise, mostly from traffic is regularly between 75-90 decibels. i have brought this to the attention of the city council and nothing was done. the police chief has done nothing to resolve the problem.

How long does a convicted felon have to wait to request for his rights to be restored to posess a firearm?the felon was charged with residental burglary in aug of 2001 he was sentents to ten years , he was released in aug 2011.the charge was non vilent. he is not on probation or parole.he has no fines
