If someone signs an agreement to repay money but the agreement wasn't noterized is it legally binding?

My exboyfriend owes my son and me some money. He signed an agreement last March stating that he would repay the money but has yet to pay anything saying he does't have any money. I just found out he has sold our boat and does indeed have money and has traveled to Deleware. Is the agreement legally binding?
