Who pays for the Changing of the locks upon vacating the rental apartment in a condominium.

When a tenant leaves who pays to have the locks changed. Do the locks need to be changed when a tenant moves out? tenant moved out giving short notice and I was informed that I need to change the locks before I can rent it out again. is this true and if so who pays to do the lock changes?

Trust fund

I receive a trust fund that a local bank hold for me since my dad died. There were 2 other receiving funds also but the have passed away. I am the sole beneficiary now. I receive 400 a month till i die. Then the remaining moneys goes to a church. By law can I get more money due to I'm now out of work now and applying for disability
